FURTHER ACTION.

I have etc. to transmit to you a copy of a

letter dated 3rd June, 1948, from Messrs. Hastings and

Company, Solicitors, Hong Kong, enclosing a petition

from CHUANG Chu Fent, and also a letter dated 31st

May addressed to the Prime Minister from the above-

named person, relative to the same matter as the

petition, which the Prime Minister has referred to me

for disposal.

2. I should be grateful if you would draw the

attention of Messrs. Hastings and Company to the

proper channel for the submission of petitions to

me as laid down in Colonial Regulations, and, at the

same time, cause them to be informed that I have

received and considered their client's petition and

the letter which he addressed to the Prime Minister,

but that the prerogative of mercy has been delegated

to the Governor by His Majesty the King and this is

not a matter in which I would intervene.
